FOI Attest & Tip
On-chain proof of real disclosure requests via EAS, with tipping to support requesters

About
Civic Disclosure Tip lets anyone file a real Freedom-of-Information / public-records disclosure request and permanently attest it on-chain via EAS on Base Sepolia, creating a tamper-evident, timestamped public record. Each request gets a shareable Case page where anyone can send ETH/USDC tips or reactions to support the requester, with on-chain leaderboards and referral tracking. We've already submitted and attested 6 real disclosure requests to Japanese municipal and prefectural governments (e.g. the Mayor of Anjo, Ichinomiya, and the Governor of Aichi Prefecture) using this system, and each request goes through an automated PII scan before submission to prevent accidental exposure of personal information.
How it's made
This project is a monorepo with a Python/FastAPI backend and a static HTML/JS frontend. Users sign directly with their own browser wallet, and each Freedom-of-Information disclosure request is recorded on-chain as an EAS (Ethereum Attestation Service) attestation on Base Sepolia, creating a tamper-proof public record with no server-side signing. Every request gets a public Case page where anyone can send ETH/USDC tips or reactions, also recorded on-chain as EAS attestations referencing the original request. Before submission, requests go through an automated PII scan to detect and warn about accidental personal-information leaks. The Google Gemini API powers on-the-fly translation on Case pages, so the original Japanese request text is also readable in English. We additionally built a custom OrgSubnameRegistryV2 contract that lets organizations (municipalities, NPOs) claim a human-readable ENS subname on-chain, so tip recipients aren't just raw addresses. Nothing is centrally custodied — every attestation and every tip is signed and paid for directly by the user's own wallet.
